The best starter tank size for a community setup is around 25 gal. This allows for a good Variety of species and a resonable amount of fish without too much fuss and maintenance that can come with smaller tanks.
A good setup is as follows:
25gal tank 1X 100watt heater 1X internal power filter OR undergravel filter OR Sponge filter (a combination may also be used) 1X dechlorinator/Conditioner 1X net 1X syphon 1X good quality fish food. 1X thermometer 1X Bucket and Strainer for gravel Basic PH test kit and ammonia test kit.
Gravel And decoration of choice
Aquarium Light if desired.

I would also add a 5-gallon bucket and a Pasta strainer[used to clean the gravel]
